The Willows, the 263-unit apartment complex at 7001 Lawrence Road in New Orleans East, has recorded a $3.75 million sale to 7001 New Orleans East LLC, a California-based investor. The transaction worked out to $14,259 per unit and was structured with seller financing. It was the largest of ten commercial sales recorded across New Orleans and surrounding markets that week, in a period totaling $7.17 million in disclosed volume across six of the ten deals.

The per-unit figure is the number worth sitting with. At roughly $14,000 a door across 291,897 square feet spread over 19 buildings, the pricing reflects a property carrying years of accumulated distress rather than any read on New Orleans East multifamily fundamentals. Comparable garden-style complexes in the metro have traded in the $40,000 to $90,000 per unit range. The seller financing reinforces the point: conventional lenders were not the path here.

The complex has been one of the more troubled multifamily assets in the city. It went into foreclosure after its prior owner, a Tennessee religious nonprofit, lost the tax exemption that had supported its operations, following a unanimous City Council vote to revoke that status over housing-code violations. A first public auction in February drew no bidders at all. The property eventually sold at a federal court auction in March for the same $3.75 million figure.

In July, a federal judge approved a $3 million class-action settlement for former tenants who alleged the complex had not been maintained in habitable condition. That settlement, roughly 80 percent of the building’s sale price, is the clearest measure of what the liability history attached to this asset has been worth.

The Willows was built in 1973 and rebuilt after Hurricane Katrina, when the Finance Authority of New Orleans engaged Gulf Coast Housing Partnership to manage restoration of all 263 units across a $7.1 million project completed in 2007. A further renovation was recorded in 2022. Units run from 694 to 1,498 square feet across one-, two-, and three-bedroom plans, with rents starting around $680.

For New Orleans East, the recording matters less as a comparable than as a test. The submarket has drawn attention this year on the strength of the city’s industrial corridor strategy around NASA Michoud and the proposed international terminal, but its existing multifamily stock is where the neighborhood’s housing conditions are actually decided. Whether a distressed-basis buyer with seller paper can stabilize 263 units that two prior owners could not is the question this transaction poses.
