The mixed-income development at the former Winn-Dixie site, located at 1431 St. Louis St. in Tremé, is progressing with its construction phase. The $26 million project, which consists of 45 residential units, has reached the final structural work stage. Developers are targeting an August 2026 completion date, with a topping-out ceremony planned for March 11.
This project, part of the Choice Neighborhood Initiative, involves multiple partners, including McCormack Baron Salazar as the lead developer, partnering with the Housing Authority of New Orleans. RNGD is the general contractor, and HCI Architecture serves as the lead architect. Property management will be handled by HRI Management Inc.
The development covers approximately 49,800 square feet, featuring 21 one-bedroom and 24 two-bedroom units. Out of the 45, 35 units will be affordable while 10 will be market-rate. The building includes a 675-square-foot community room, an elevator, and off-street parking. It is designed to meet the Enterprise Green Communities certification and IBHS FORTIFIED Multifamily Gold standards.
Construction has moved into the “dry-in” phase with framing complete, and sheathing and tiebacks nearly finished. Windows are partially installed, signaling a push towards interior work post-topping-out. Local hiring is prioritized, aiming for around 40% of work performed by low-income residents and New Orleanians, with substantial commitments to local disadvantaged business enterprises.
This development is a significant addition to New Orleans’ affordable housing landscape. It reactivates a key redevelopment site in the city and is expected to foster local employment and subcontracting opportunities throughout its build-out and beyond.
