The New Orleans City Council took a significant step toward the development of a 1,000-room Omni Hotels & Resorts convention headquarters hotel by voting unanimously on June 24 to advance necessary zoning changes. This decision paves the way for a $600 million venture poised to transform the Convention Center corridor, setting the stage for discussions on public incentives.

Located adjacent to the Ernest N. Morial Convention Center, the proposed 27-story hotel has been in the works as a public-private development project. The Council’s vote, alongside a resolution approved by the Exhibition Hall Authority that same day, marks a crucial procedural advancement.

Omni Hotels & Resorts plans substantial public incentives, including a Payment In Lieu Of Taxes (PILOT) and $265 million in state sales-tax exemptions over 45 years. According to a Bureau for Governmental Research analysis, public support could total $940 million over that period, with net subsidies estimated at $669 million.

Key figures like Jim Cook, President & CEO of the Convention Center, and Walter J. Leger III from New Orleans & Company have been noted as involved parties. While the zoning changes require final approval, and incentive agreements are still under negotiation, the project is considered “shovel-ready.”

This development is expected to increase New Orleans’ hotel inventory and enhance the appeal of its convention center. However, it also brings potential fiscal implications, with debates anticipated around long-term public financial commitments. The timeline for construction commencement remains unconfirmed, pending further approvals.
