The New Orleans Redevelopment Authority has conditionally approved federal HOME‑ARP funding to transform approximately 35,000 square feet of city-owned parcels on the 2900 block of Tulane Avenue into non-congregate housing. HRI Communities has been selected as the development partner for this project.

NORA’s decision to allocate the conditional funding award and choose HRI Communities was made during their April board meeting. This funding stems from HOME‑ARP resources provided through the American Rescue Plan Act and is subject to HUD requirements and the release of funds. The site includes parcels with frontage on Tulane Avenue, S. Gayoso, and S. Dupre Streets.

HRI Communities is known for its active involvement in local development projects, making their selection significant. This redevelopment is a private-sector initiative aiming to add housing units and provide supportive services in a key New Orleans corridor.

While specific details about the number of housing units, financial estimates, and the development timeline have not been disclosed, the project will continue through HUD compliance review before further plans are solidified. The community can expect additional details and timelines as the project advances.

This initiative represents a substantial opportunity for private-sector involvement in a central urban area, potentially influencing local real estate dynamics, such as commercial leasing and retail activation. Stakeholders are advised to monitor developments closely as the project progresses.
